There are several pieces of property that are owned by "State" Colleges that require specific written permission to access. Do these properties fall under the public property or private property definition?

Most state colleges are not owned by the state. Most are owned by the foundation, alumni, or the college itself. These would not be considered "public" property for the purposes of hunting. The fact that permission is required would provide that it is not intended for public use for that particular activity.
