Is the practice of allowing bait/mineral sites to be covered with plywood instead of removing affected soil a District decision, Department Policy, or was it added to the Indiana Game Laws somewhere and I just haven't found it?

Is it immoral to indulge the insistence of an unarmed man to a dual of whits?

I inappropriately apportioned my physical response to an emotional reaction.

The Administrative Code states the bait and affected soil are to be removed before the property can be hunted.
