The new HPR regulation only allows you to use them on private land.
My question is; if I am hunting on the property of a state university, is it still considered private land? I assume so, but I want to be safe rather than sorry. The key factor here is that it is a state university.

Without knowing the exact university, I have to assume that the university owns the property and requires you to obtain permission prior to hunting the property. This would not be considered public property because it is not open to the public to hunt but only allows private individuals with permission. If it is property that anyone can hunt without the requirement to obtain permission, it would then be public property.
