I know that it’s Illegal to shoot homing Pigeons. My question is how do tell the difference between a homing pigeon and a feral pigeon. and what could happen to the hunter if they shot a homing pigeon.

Homing Pigeons are a descendant of the Rock Pigeon. Obviously, this would make the distinction between the two birds difficult. If a person mistakenly takes a Homing Pigeon believing it is a Rock Pigeon, the best practice would be to contact the local Conservation Officer. While taking a Homing Pigeon is a violation of the Indiana Administrative Code, our officers have discretion on what action should or should not be taken in these situations to meet the intent and purpose of the regulation.
312 IAC 9-4-15 Exempted species of birds Authority: IC 14-10-2-4; IC 14-22-2-6 Affected: IC 14-22 Sec. 15. An individual may take: (1) house sparrows (Passer domesticus); (2) European starlings (Sturnus vulgaris); (3) rock pigeons (Columba livia) (not including homing pigeons); and (4) monk parakeets (Myiopsitta monachus); at any time without a license from the department.
