Muscatatuck is listed as a NWR but according to the pamphlet for hunting there and verified by a phone call to the staff, one can only use Military/Refuge tag during the muzzleloader draw hunt? Can you explain why a Military/Refuge tag can not be used any other time including the youth draw hunt? The staff I spoke to was unable to elaborate on why.

The use of the military/refuge license is limited due to it allowing the taking of a deer of either sex in addition to the regular deer limits. Therefore, the military/refuge license is limited to draw hunts. The same idea applies during the youth weekend. Any deer taken by a youth on the youth weekend dates counts towards the regular season limits. The weekend does not allow for the taking of additional deer.
