According to your response, the Military/Refuge license is reserved for draw hunts. The youth hunt at Muscatatuck is a draw hunt and it is a Military/Refuge. I fully understand that on any normal state or private property on youth weekend, the normal bag limit applies. My question is again, this is a draw hunt on a NWR so why is a Military/Refuge license not allowed to be used?

As I stated in my previous response, the youth season is to provide an opportunity to youth hunters to access the woods and possibly harvest a deer prior to others disturbing the area. Any deer harvested during the youth weekend is not in addition to the regular bag limits. While Muscatatuck has opened the property up for a draw on the youth weekend, the determination to not allow the use of a military/refuge permit serves the same purpose of not allowing the deer harvested to be in addition to the regular bag limits.
The entire purpose of the youth weekend is about the experience we can provide to the youth hunter. It should not be whether the youth hunter can now shoot two antlered deer.
