This appears to be a gray area and I was just wondering your thoughts. As I understand the law I can fish any public water in a public lake so if I am fishing around a float raft and catching say crappy and the owner/person that placed it comes out and starts swimming off it would that be harassment? Me personally I would just move on but after watching youtube and seeing land owners giving grief to fisherman that are fishing water adjacent to ther property I was just wondering. Note. I do not have a problem with people using ther piere,swim area or swim raft as they have just as much right to use the water as I do but I do have a problem with some one telling me I can not fish because of what ever their reason is that they do not like it.

On public water accessed legally, you would be allowed to fish. Someone deciding to swim in the same area would not be considered harassment, as you stated in your comment, the person has the ability to use the water as they choose. A particular use would not have a preference over another use unless it was through Indiana Code or Indiana Administrative Rule.
