My nephew has his youth hunting license for turkey season. His birthday is July 8th. Am I right in assuming that he will not be able to use that license during the deer season and will have to purchase a regular hunting license then?

Unfortunately, you are incorrect. The license can still be used in the fall.
If a person is legal to purchase a youth license, at the time the license is purchased, the license is valid for that person until it expires the following March 31.
For example: Bill will turn 18 on April 2, 2020. On April 1, 2020, while he is still 17, Bill purchased a youth consolidated hunting license. The license, like all annual licenses, is valid April 1 to March 31. Bill can continue to hunt and fish on the license until it expires on March 31, 2021 because when the license went into effect and the date he purchased the license (April 1) it was a valid license.
If Bill's birthday was April 1, the license would not be valid at all because Bill would have been 18 when the license went into effect.
