does a rubber raft with a trolling motor need to be register

I own a rubber raft and I can add a trolling motor on it . If I add the trolling motor will I need to register the raft ?

Yes. Any watercraft, regardless of the material that the watercraft is made out of, with a motor on it, whether the motor is electric or gas, is required to be registered through the BMV.
