I assure you it happens all the time here. Most of this is during December and January, when crops have been cut. Most farms loose a lot of food then. So the farms that bait, or leave up feeders draw a lot of deer to their farm.
If your neighboring farms/properties start baiting, and/or hunting over feeders it is going to effect you. Especially if the neighboring farm puts up a feeder 25 to 50 yards from your property line.
That is often the issue here in KY, people put up feeders, or bait piles right on property lines or within 50 yards of a property line in an obvious attempt to draw deer from the surrounding farms.
Another thing I can assure you if baiting is allowed, is more deer are going to be taken each year in every county which is going to decrease the deer population even further. This included bucks and big bucks. More bucks would be taken also, especially in December and January when bucks are feeding heavily after the rut.
More Bucks would be taken over bait during the rut also. Because the bait draws in does, so the bucks would end up coming to the bait pile or feeder looking for or following the scent of does.
There is a reason people want to bait, it's because they think it does in fact give them an advantage, it's because they do in fact think they can draw in deer from other areas, and it makes them easier to harvest.

Another issue is, what about Diseases ?
A lot of people don't like baiting because they think animals including deer constantly feeding at the same bait pile or feeder are more likely to spread diseases to each other. I could see how this could happen.
If you have a diseased deer feeding at the same bait pile as healthy deer, depending on the disease that diseased deer could spread its disease to the healthy deer. I am actually pretty sure this is the main reason some states do not allow baiting.
