But the day may come that to enter any DNR property may cause a fee, and I'd be ok with that as well. Division of Forestry last fall described a program they were studying. They would install gates at all entrances to State Forests and you would need to purchase a card key to gain entry into the Forest. They were looking at an existing program in another state. So anyone doing anything in the state forests would be paying their fair share.

What vote(s) does it still need? Senate? House? Full Senate (twice) and then back to a conference committee made up of members of both Houses with agreement by the author. The to Gov and AG for approval. Right now the concern is application to canned hunting facilities. Do they have seasons or can HPR be used from Sep 1 until they close in the Spring. Unclear. Also facilities in the north will have different firearms rules than facilities in the south. This is what happens when the legislature gets involved.

Once the bill passes the full Senate it will have to go to a conference committee to work out the differences and get author approval to make those changes. It is still going to be a fight and these 2 new amendments do not improve this bill.
(Conference committees are made up of members of both Houses).

The dividing line is US 36 from the Illinois border to Marion County; Marion County is considered in the north; US40 from Marion County to OHIO. This is what happens when legislators start thinking they are wild game biologists and firearms experts.

This did pass the Senate committee today by a 5-3 vote. It only applies to the southern 1/2 of the state and rifles can only be used from elevated stands of 10' or more. No walking around with a rifle or shooting from the ground. Strange but what I would expect when the legislature gets involved in wildlife issues.

I am set either way, so it really doesn't make any difference to me. Not to mention that I was already using a HPR (certain ones have been legal for years) in the form of my .358 WSSM. But sure seems like the ones against it before must have sat down and remained quiet or else this wouldn't have passed unopposed through committees. Just so we are clear this did NOT pass unopposed. The vote was 5-3. Interesting that the committee chairwoman stated the amendment for the 10" elevated stand was her price for even hearing the bill and then she voted against it. Don't forget this (HPR's) is tied to the proposed purple paint law strongly supported by the Farm Bureau. There may be amendments and I guarantee it will not be unopposed in the Senate.

Another thing I heard there are over 100 deer farms in La grange County alone The DNR has officers in every co and had to shuffle to get the inspections in The BOAH has ONE inspector for the whole State how's that going to work ?? Just the way the farmers want it to work...

To be clear the Director had no choice but to support SB109. The bill sponsor rolled Mike Crider's SB195 returning authority over all wild animals in captivity EXCEPT cervids into this bill. The DNR had no choice but to support that part of the bill which is what Director Clark did. He barely spoke to the high fence part of the bill and danced around the issue like a good lawyer. Watch the debate on-line and arrive at your own conclusion but the DNR Director had to take the good with the bad. SB109 was tabled this morning and will continue next Monday to give legislators time to possibly amend a few issues. I think it will pass but may be amended to a higher fee and maybe require antlers to be drilled before they leave the facility to prevent submission as wild deer antlers to record books. Since this bill combined DNR's issue with wild animal authority they did testify but basically said nothing about the high fence portion.

In the past they have opposed the proposal that went to the NRC. They focus on a small number of issues but I wouldn't be surprised if they oppose this in the Senate hearing.

I've been messing with Brittanies for 30+ years. All but one took the first two years to get the idea. They all turned out pretty good and I'd always say get a pup and train it from the start BUT many rescued dogs have turned out to be pretty good hunters in my experience.
